Only once they have met, or exceeded the minimum passing scores, do the participants receive their permits.  They must EARN their certification.  The certification is not merely handed out because of their attendance. 

The holders of these permits assure their current, or prospective employers, that they have been thoroughly trained, and deemed competent to operate the lift truck in question.
